Description

FCDO's IATI data contains programme information from 01 April 2001 until present. From the development wing, previously published as the Department for International Development, all core programme documentation, including the programme design document (business case), annual reviews, completion reports, and evaluations. In addition we will publish country plans and formal agreements with partners. Programme summaries will be published and translated into major local languages of the relevant countries. From the diplomatic wing, previously published as the Foreign and Commonwealth Office, programmes ranging from frontine diplomatic activity through to the work of arms length bodies and the implementation of cross-government funds.

Units of Aid

FCDO publishes activities using two schemas. One uses two tiers of the IATI activity hierarchy, DFID’s hierarchy 1 activities are referred to as programmes and the hierarchy 2 activities are referred to as projects. Programmes are umbrella activities that may encapsulate multiple components, they use the <related-activity> element in IATI to refer to each other. Some data elements, programme purpose, documents, risk and scoring are stored at programme level. All other data is recorded at project level. Any activities with a @hierarchy attribute of either '1' or '2' are of this schema. The other uses no hierarchy, meaning that projects are all of the same level. Any activities with no @hierarchy attribute are of this schema.

Segmentation of Published Data

FCDO segments data by recipient country (including where the ‘country’ is a region or a multilateral organisation) for development activities, and contains several other files for diplomatic and arms length activities. For technical purposes, note that programmes and projects under the development function will be stored as activities in the country file. No “orphaned” (standalone) project activities will be allowed as programme activities will be duplicated across country files when the programme has projects in more than one country file. As financial information is stored at project activity level and not at programme activity level, meaning there will be no duplication.

Field Exclusions

A small number of exclusions will apply to sensitive information, based on the key principles of the UK’s Freedom of Information Act.

Record Exclusions

For development activities the assumption will be of automatic disclosure of any information that FCDO has committed to publish, however a small number of exclusions apply to these in order not to do harm to FCDO's work or staff. These are based on the key principles of the UK’s Freedom of Information Act and are as follows: i. International relations: Information that may harm FCDO's relations with other governments or institutions. ii. Security and safety: Information that may pose a risk to the security or safety of any individual, including FCDO staff, contractors and beneficiaries. iii. Personal information: Information that intrudes on the privacy of a person or could contravene confidentiality. iv. Commercially sensitive information: Information that does harm to FCDO or FCDO’s partners or suppliers commercial interests. v. Information that is exempt from disclosure under other policies or regulations For diplomatic activities, exclusions are applied to partner organisations to ensure the ongoing safety of their work and personnel.

Thresholds

All ODA activities financed by FCDO are reported as are humanitarian response projects in non ODA eligible countries.
