HelpAge Advocacy Network Uganda (HANU) is a national network of organizations working to advance the rights, wellbeing, and inclusion of older persons in Uganda. Established following the transition of HelpAge International’s operations in the country, HANU serves as an umbrella body that coordinates, supports, and strengthens the efforts of member organizations promoting healthy ageing, social protection, and age-responsive development. The network engages in policy advocacy, research, capacity building, and partnership development to ensure older persons are integrated into national health, social, and economic systems. HANU operates through a secretariat hosted by Health Nest Uganda and collaborates closely with government agencies, civil society, and international partners to improve the quality of life for Uganda’s 2.3 million older persons.

Units of Aid

HANU will publish IATI data at the project level, representing the core units of aid through which we implement, coordinate, or support activities benefiting older persons in Uganda. Each project will include corresponding financial, geographical, and results data as available.

Segmentation of Published Data

HANU will publish one organisation file and one activity file covering all ongoing projects. As the volume of activities increases, data will be segmented by programme theme or donor to maintain clarity and manageability. Each file will be updated quarterly in line with HANU’s implementation schedule.

Data Definitions and References

HelpAge Advocacy Network Uganda (HANU) uses IATI Standard version 2.03 for all data definitions and references. Each activity represents a funded project or intervention implemented or coordinated by HANU. Financial data include both committed and disbursed funds reported in Ugandan Shillings (UGX) and converted to USD where required. Geographic references cover Uganda at national and district level using ISO 3166 country codes. Sector classifications follow OECD DAC sector codes relevant to social protection, health, and ageing. Results data are based on project monitoring and evaluation frameworks aligned with donor reporting standards. HANU ensures consistency and accuracy through quarterly data validation and adherence to IATI schema definitions.

Field Exclusions

HANU does not currently publish data for multi-year budgets, secondary sector codes, detailed financial transaction descriptions, or fully disaggregated gender and age results for all activities. Only information relevant to projects implemented or coordinated by HANU, and publicly available reports, is included. Field exclusions are applied to ensure data clarity and maintain privacy and sensitivity for donors and beneficiaries.

Record Exclusions

HANU will exclude from IATI publication any activities or transactions that are outside Uganda, purely internal administrative costs, confidential donor agreements, or pilot/interim interventions not formally approved or funded. All other projects and funded activities implemented or coordinated by HANU are included in IATI data to ensure transparency and accountability.

Thresholds

HANU will publish all funded activities and projects implemented or coordinated in Uganda that have a budget of UGX 500,000 or more. Transactions or activities below this threshold, internal administrative costs, and pilot interventions not formally approved or funded will be excluded. This approach ensures IATI data remains meaningful, transparent, and manageable for publication and analysis.

Other Constraints

HANU may occasionally be constrained from publishing certain sensitive data due to donor confidentiality agreements, privacy considerations for older persons, or internal operational limitations. Additionally, some project-level results may not be available in real-time due to monitoring and evaluation cycles. The organisation’s current technology capacity, including data management systems and internet connectivity, may limit the granularity or frequency of updates. HANU will, however, ensure that all published IATI data is accurate, verified, and updated according to the implementation schedule.

Data Quality

HANU is committed to ensuring the accuracy, completeness, and reliability of all IATI-published data. Data is collected from internal project management and financial systems, verified by the Programs and Finance Unit, and validated quarterly before publication. Any errors or discrepancies identified are corrected in the subsequent quarterly update, with documentation maintained for audit purposes. These processes ensure transparency, accountability, and trust in the organisation’s published information.

User Interface

HANU’s IATI data will be publicly accessible through the IATI Registry and on the HANU website. Supporting information, including project descriptions and the implementation schedule, will be provided on the website to facilitate understanding. Over time, HANU plans to explore additional user-friendly visualizations and dashboards to improve accessibility and interpretation of the published data.
