The Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade defines and implements Luxembourg's Foreign and European policy. The ministry acts in the interests of the country and its citizens. It aims to implement a coherent approach to diplomacy, defence and development. The ministry is made up of a general secretariat and eight directorates, including the Directorate for Development Cooperation and Humanitarian Affairs. The Minister for Development Cooperation and Humanitarian Affairs is responsible for this area. Since 1980, development cooperation policy has been one of the pillars of Luxembourg's foreign policy. Since 2009, the Grand Duchy has invested 1% of its gross national income (GNI) in official development assistance (ODA). Development cooperation is resolutely aimed at eradicating poverty, particularly in the least developed countries. It is based on the key principles of reliability, commitment and competence. Its actions are conceived in the spirit of sustainable development understood in its social, economic and environmental aspects - with men, women and children at its centre. Its priority is to implement the Sustainable Development Goals by 2030. The principle of "leaving no one behind", enshrined in the 2030 Agenda and the Addis Ababa Action Plan for Financing for Development, is at the heart of the overall "Road to 2030" strategy, which is built around four interconnected priority themes: - improving access to quality basic social services; - strengthening the socio-economic integration of women and young people; - promoting sustainable and inclusive growth; - promoting inclusive governance. Luxembourg's development cooperation activities will be characterised by a multi-actor approach and the systematic integration of three cross-cutting priorities: human rights, gender equality and environmental sustainability.
